Isn't there some kind of rule that if there's more than half the bill present it can still be claimed as legal tender or traded into a bank for a new one? That bill looks like >50% to me.
Guys, I think more than half a bill being exchangeable at a bank is just an urban rumor. I went to the bank teller and said I need to break this $5 and she said "it's a ripped $10 bill, do you have the other half?". I told her that I didn't but it's more than half the bill so go get me a full one. She looked at me like I was nuts, so I told her "the internet sent me here"... then I left.
Maybe someone else can try it. I'm already taking a hit by losing more than $5 (after mailing).
