No reason why it can't be done. The muscle is there, you just need to grow it (and lose some fat, if needed, but weight training won't help you there). Some exercises: Squat, deadlift, lunges, glute ham raise, etc. Try to find a routine that works for you, just keep in mind you'll want to train for hypertrophy, i.e. muscle growth, which means several sets of each of 6-8 reps (possibly more for movements like GHR). None of that 20 rep "toning" bullshit.
