For mediocre rap songs, the production definitely makes or breaks the track for me. But my favorite rap songs are the ones where the lyrics really bring out elements of the beat, ie, where the words rhyme with respect to the kick and snare, how they're delivered, etc. I'm not really a 50-cent fan, but he really nailed the bouncy bass line on "Hate It or Love It" and for that reason outshines The Game on that track. This is also a lot of why Tupac was so great, his percussive accented delivery worked so well with the harder beats he was rapping over. When the rhymes and rhythm of the delivery complements the beat, the track turns into something else altogether.
