There are many many $150 used bikes out there.
I don't know what it looks like in your area, but we have places like Working Bikes Coop which while I think they have raised their prices a ton in the last few years...will still get you a bike for less than $150.
There has to be some sort of co-op/charity program that sells bikes. Then you don't even have to browse craigslist and can try many bikes.
