The thing that amazes me most about our great postal system here in America is that you get a completely different story from one post office and one postal employee to the next. If you sell something and the buyer uses paypal to complete the transaction, you should definitely print your labels through the paypal/usps interface.
I still ship Priority to Canada, the UK and Australia. I am certain the US Post tracks provides delivery confirmation for these three. Everybody else goes Express. To date I have not filled an international order via Express that did not track with delivery confirmation, and I have shipped to some pretty questionable places. Including countries in the former Eastern Block, the Mediterranean, and to every country in South America.
When in doubt ship Express International.
