I would have never selected Ohio as being the site of filming, based on the accents. I didn't hear any nasal-A's.

I wonder what they teach in the Mosque Belt?

I did a double take as well when I heard Dayton in the video.. FWIW, Your initial though was right because the video caption said it was filmed in Dayton, TN (which I've never heard of before). The accents alone are all way off and 'southern' sounding to be filmed in Ohio. Looks filmed in the 90s or early 2000's And, lol at this comment "This is the only time I've been happy that the Vuvuzela button exists."

Oh ok. Five seconds of wikipedia and it's making sense now. Dayton, TN was the site of the famous Scopes Monkey Trial where Clarence Darrow and William Jennings Bryan went at it. In fact, if this was filmed around 2000, it would have been the 75th anniversary of the trial. It's very possible that I will hijack this thread now and fill it with pictures of old men, probably sweaty, men. There are also probably more bowties and pocket squares in these pictures than remain in all of Dayton, TN today. Apparently this was the jury: John Scopes, the Defendant, in natural-shoulder seersucker. And it appears a knit tie. Ink pen in the breast pocket.

And there's any wonder why the United States keeps getting dumber and fatter and producing less scientist and doctors and falling behind other countries when it comes to anything science related?

The creationist idea is growing, as people are shunning science, or at least that how it is in my hick town, here in the rust belt.

While this entire video is cringe worthy, is anyone really surprised at this? The US public school system has been in decline for decades, in many school districts, and the decline just takes on different forms per location. It's just another reason the US needs some national educational standards, IMO. Oh, and why are CE threads getting started in General lately?
