Annoys me on certain things
Im trying to move house at the moment and found a great place with a horrible landlord, and in those situations for example, a contract between me and him will be unenforceable from my side and watertight from his....this happened to one of my best mates here who had a landlord that used to crank his rent after a bad day at the track - knowing that the clause that said 'rent fixed for one year' would be easily overlooked if the foreigner complains - but 'deposit forfeited if tenant leaves before completion' is rock solid if he tries to leave and the local complains.
BUT....in general the positives outweight the negatives. Can do whatever the hell you want here and no one will mess with me cos I am white (providing we dont cause too much damage)...hell the simple fact that Tom was on a bike with no license having never ridden one before kinda proves that. I mean 20 of us are going to race motorbikes (Chaly Rally II) next weekend. No licenses. Speeding across private property. Likely drunk. Extremely illegally modified bikes. No one will say a word. Weve paid off the chief of police on the island 500000 dong ($30) and a bottle of black label to leave us all alone - and he has given all of us his personal phone number so if any cop stops us, we just give him a call and immunity kicks in.
Similarly Ive got friends who run casinos in the front rooms of their houses and know guys who own bars that have illegal poker games. These are social evils
. They all have strict 'no local' policies, because if a local comes in and plays, loses money, he goes to the police, everything gets shut down. Keep it among ourselves, no problem. Police drop in, buy them a drink, they leave you alone.
So yeah, if you have an issue that involves locals, brace yourself. Keep to yourself, and you can do whatever you want.
