Harvard student completes their program, but doesn't have the GPA to graduate.
Not bloody likely. Not with Harvard's grade inflation. If someone undistinguished lasts for 4 years without getting expelled in years 1-3, they'll just graduate him Nulla Cum Laude.
At my school, they had a rule where if you were within I think 30 hours of graduating then you couldn't transfer anymore credits. Because of this, I had to CLEP test out of some BS subjects instead of taking community college for elective credits.
I think sixty is standard at state schools. If you need to know precisely, ask the institution instead of an Internet forum. It takes a whole phone call.
Not sure why Harvard would accept any transfer credits from Ohio State .. but the other way makes some sense. Harvard student completes their program, but doesn't have the GPA to graduate. Then transfer's the credits to a different school to graduate.
Still .. not sure why the second school would have an issue though. They get an additional Alum without having to educate them. This is assuming the student is qualified to graduate.

My college was # of major credits + 20 additional credits (1 course = 1 credit). So, for example, a math major requires 13 major courses, so he would need to complete 33 credits in total to graduate. If a major required 15 credits, he'd need 35 courses to graduate.
I earned an associates degree from a Jr. college and then transferred to a local university. Where they end up F'ing you is the required number of hours that must have been taken at that university in order to graduate with honors.
