aside from the bad philosophy, it's a bad rule from my experience playing youth soccer, high scores and wide margins are relatively common AND it doesn't even necessarily mean one team is a lot better than the other. It's sort of the opposite of basketball, where youth leagues have very low scores compared w/college games, which are lower scoring than NBA games. Especially in a rec league like this that goes down to 4-year-olds. You could get 5 goals ahead practically by chance with anyone younger than about 8 year olds. THIS part of the rules is a lot more reasonable, at least for, say, under-10s:
