This was my first thought too, before I looked at the history of all three auctions. I assume that the auctioneer wants to sell it at a higher price, but doesn't want to pay the higher price that comes with a high reserve, so instead outbids everyone if he feels he's not getting what he believes the item is worth. Then he says the winner wouldn't pay and relists, hoping to do better next time.
There's really no other way to explain why Mr. Malocher keeps buying the same exact suit over and over.
