It is not really possible to generalize about such a broad subject. From what I experienced though as an American living in France was that European women did tend to be in general better dressed and more sophisticated than American women. They have a knowledge savoir faire about life, but on the other hand they are more traditional than American city women too. I do have a preference for French women though!

Of course, they have to be, because european men are also more classy. You know how boorish men are in america, especially those from the USA.

all debate about defining "classy" aside, I think its possible enough that a ballpark definition can be assumed... and that under that assumption, yes, IN GENERAL, European women are more classy than American women.

I base that on the fact that most of the European women that I have met (and dated) are far more culturally aware than American women.
