Learning Web Design suggestions?

A family member and college grad wants to learn web design on a pro level. What is the best way to learn web design and function to position themselves for better positions? Do they need to go to a design school? Intern?

What kind of experiences takes someone from the "good" level and takes them to the "best" level in web design?

Any help or suggestions would be appreciated.

The best way to learn is by teaching yourself (books and forums) and by spending countless hours practicing. I own a web development and marketing firm in Minneapolis. My brother is the lead designer and developer. For the last 10 years, he literally spent 6 to 8 hours a day on his computer. He has won numerous awards for his work. I consider the best web design to be an art. It often requires at least basic knowledge of art concepts and some natural talent. My brother has also won a few art competitions. That's not to say you're SOL if you aren't naturally gifted in art, but it will definitely give you the upper hand. It is also extremely helpful to have knowledge of art direction and it's role in advertising because, low and behold, websites/ecommorce is considered a form of marketing/advertising/promotion. However, as with most things, perseverance is your best friend. If you bust your ass and love what you do, you are bound to go far. If you're looking for any more info send me a PM.
