If other countries offered the food, culture, attractions, architecture, and whatever else that makes France such a sought-after place to visit, they'd be tourist-rich too. These are some of the same things that make it so desirable to live here.
The tourism industry obviously subsidizes the very things which make France desirable, but those tourists didn't show up for no reason, either.
