This survey doesn't factor graphic design in as an integral component of living quality.

Clearly the survey is rigged, unrealiable, baseless and stupid. Australia is not number 1. Why is this bias pile of idiocy allowed to be printed? I demand answers.

To keep things in perspective, France receives less tourist revenue with 80 million people visiting than Spain (with about 40 million IIRC). In any case, revenue from tourism is not a huge factor in this survey.
Not so says Wikipedia & France's tourism page. What's your source? http://en.wikipedia.org/wiki/Economy_of_France#Tourism

With 81.9 million foreign tourists in 2007,[8] France is ranked as the first tourist destination in the world, ahead of Spain (58.5 million in 2006) and the United States (51.1 million in 2006). This 81.9 million figure excludes people staying less than 24 hours in France, such as northern Europeans crossing France on their way to Spain or Italy during the summer.

If other countries offered the food, culture, attractions, architecture, and whatever else that makes France such a sought-after place to visit, they'd be tourist-rich too. These are some of the same things that make it so desirable to live here.

The tourism industry obviously subsidizes the very things which make France desirable, but those tourists didn't show up for no reason, either.

That's exactly my point. Mona Lisas, Notre Dames, and stone neoclassical boulevards built with cheap labor aren't going to recreate themselves in other developing countries. Today's French, for many reasons that happened well before the 20 century, drew the long straw in amenities that makes their tax structure possible due to continued tourism, which is over 6% of their revenue. That's quite a bit of other people's money going towards their balance sheet that most other countries can't emulate with similar attractions.
