Help me ID a famous person

I just walked past him. At first I thought he was a U.S. Senator, as we were right near the Senate buildings and he looked so familiar. Here's the deal: he looks a LOT like Richard Blumenthal, except that he has black hair and his face is a bit more drawn. Pretty tall too. I've seen him on TV a lot. Does anyone have any guesses?

He also looks kinda like what elliot spitzer would look like if he got a hair transplant, dyed his hair, got a tan, and had smaller ears.
