California and the Sales Tax Burden

Can someone point me to the fine print where CA buyers must pay a sales tax to out of state vendors? I probably can't do anything but would like to know how this tax came into effect. I plan to buy some utilities equipment online and it seems that most sellers charge a sales tax for shipping to CA. The shipping already costs me a good fortune so the additional sales tax is no help. But why only CA and the home state of the vendor? Why not Wyoming or NY or Kentucky?

If the vendor has a facility in your state you have to pay sales tax.

This. If the seller has a physical presence in the state where the item is purchased they are generally supposed to collect sales tax. I can't say for certain that's the case in every single state, but, if it's not ubiquitous, it's close. Also, many states have a use tax. These are similar to sales taxes, except for the fact that the buyer is liable for making sure it's paid (rather than the seller).
