My own question - anyone know where I can find black APC stretch denim? Or recommend another non-Uniqlo option?

The biggest Japan site is Rakuten. You can find virtually anything sold in Japan through their search engine. Its easiest if you use the US English site.
 

With Japan-only goods that ship abroad, you have two choices: deal with the merchant with Google Translate or use a proxy Japan buying service on your behalf.

 

If you want to use a store that only ships inside Japan, sign up with Tenso.com and get a Japanese address you can use to have your goods shipped there for forwarding by EMS to the US. Or again, use a proxy Japan buying service.
