People from poor backgrounds are often "penny wise, pound foolish": meaning that they are good with saving money when working in very small increments, but have little to no concept of the value and limits of large quantities of money. When money is tight, they are acutely aware of that fact. But when they come suddenly into large amounts of money, they think the large amounts are somehow infinite.
I don't exactly disagree with your point, but still I think there's a racial aspect, take a white, black & Asian who come into money through art or sport rather than being 'productive' (surgeon, architect, entrepreneur etc etc).
All things being equal, I'd expect the Asian to be less impulsive (prone to wasting the money, thinking in the short term) than the white who in turn would be less impulsive than the black. Just at a base biological level, East Asians are inherently more placid, less impetuous, have less time preference, than whites.
