I highly disagree. If you walked around both schools I went to, I guarantee that you'd see a higher percentage of attractive girls than 1/24. And I didn't go to Miami, Arizona State, UCLA or Florida. The percentage of attractive girls at MIT is horrifying, at least based on that photo and the stat that started this thread (is this any surprise? The hotties weren't exactly camped out in the library at my high school, which is where you'd need to be to go to MIT). This isn't the case at many other schools.
Your arguments that these girls are effectively "fixer uppers" doesn't hold water. Sure they could be better looking, but they aren't as currently seen. That's like saying a 1967 Chevy Nova sitting in a junk yard could be nice if you restored it and repainted it. Or the equivalent to drafting Darko Milicic on the basis of his potential upside over Carmelo Anthony, Dwayne Wade, Chris Bosh, Chris Kaman, Kirk Hinrich and David West, who were going to be good right away. If you're 20 years old and in good shape as a girl, the chances of you being decent looking are actually fairly high - this photo runs counter to that.
