I have no idea if most do, but certainly many do. I wouldn't live outside of D.C. as a young professional, though.

Yeah I'd say most. But there is a solid contingent in NoVa and Montgomery County, Md (silver spring, Bethesda).

As zbromer said, Under the age of 30, I wouldn't consider living outside DC.

My friend said SW near the waterfront is pretty sketchy, but that it's worth visiting. Is it a pretty view or something? Are there restaurants/shops along the water?

There is Phillips which is a pretty good all you can eat seafood restaurant. There's a small dockyard (I thin a party boat docks there). I actually looked at an apartment there last summer. I can't say there's anything really worth checking out there. It's not a nice neighborhood but it's not all that bad.
