I received this email once from a girl that I had gone out with who was not interested... I have recycled it more than once (with some revisions and personalizations) for people I thought were too nice to simply blow off, but didn't actually want to pursue any further:

I hope that doesn't sound icky... because I enjoyed myself very much...just don't want to be misleading in any way. Would love grab beers and chat abt food...just don't see it being a romantic situation. Hope you can appreciate the honesty, and not think I am a total "arse!"
If it's just people who send you an email on an on-line system.. sometimes it works to just permanently turn on the "out of office auto reply" feature, then answer the ones you really like.
