Suits worn with an open collared shirt, with the collar spread over the lapel and a loosened tie? I wouldn't mind :)

No one "wears" that as in puts it on in the morning and says "damn, my open collar and loosened tie sure look sharp today". This is a state of undress such as "I just arrived home and poured myself a glass of wine, what is this wheel doing in my living room? Let me sit on it as I check my mail."

I actually quite like his shoes. Bally maybe?

True. More than creepy, it is indeed rather funny and slightly ridiculous. Is there a more appropriate thread for such pictures? Not sure about the brand of the shoes.
