It's open lacing, so it's a derby, which is a more casual lacing system with military roots.  

 

Broguing is a separate thing from the basic form of the shoe.  Those are the perforations sometimes found in shoes.  You can have brogued or un-brogued derbies and oxfords.

It was originally made to look bigger and loose.
