How tight should a sweater be? I have a 38" inch chest. For a heavier wool sweater, should I get a small with a chest measurement of 38.6", or the medium at 40.1".

We always see the usual blue shirt with white collar and cuffs, what if it were the other way around ? white shirt with blue collar and cuffs, will this look good and what tie would go with this ?
