pretty sure that would have been sent as a paypal payment which you can dispute from within the paypal system.

For pants I get a 27 when available and usually 28. I've gotten a 30 altered to fit fine, but I've never tried anything larger. Would a 32 be too big for this?

Reading my post over, I just realized it's worded like a riddle.

I would give it a few days to see if the package arrives first, follow the ebay/paypal status for updates (people sometimes load the tracking number there instead of emailing them directly) and if all else fails then I'd file a paypal dispute.

I wouldnt risk it, I've done the same from 30-31 to 28 and get around 50/50 satisfaction ratio, 32 and higher would certainly lead to pointy hip syndrome if taken in on the side, or the uni-pocket if taken in from the back.

Anyone know a place to buy decent quality cuban heels?

I'm only finding sub-$150 ones that look super cheap on one end and $1600 Gareth Pugh boots on the other end of the spectrum. Is there a boot filling the middle ground here?

Would like to keep it under or close to $400 if possible.

Uniqlo is probably the default rec. You could go with Gustin on Kickstarter. Filson sells Tellason under their own name and had them on sale recently.

What are the benefits of a chain stitch on raw jeans? I looked it up and it said the strength of the stitch would be stronger but its more likely to unwind. isn't that counter intuitive?

There are no benefits unless you're a hardcore denim nerd.  In other words, if you have to ask, don't bother with it.

awesome - another quick question. If I want to get my raws hemmed, can I use any alteration shop as long as I tell them to preserve the selvedge edge? How much longer (than my inseam for chino size) should I have them hemmed to? I plan on soaking them right before I have em hemmed
