There's no hard rule, but in general I'll go with no break for slim pants and lots of break for wider pants --- but there are variations, such as wearing slim chinos stacked like jeans or rolling up full-leg cuffs. it kinda also depends on the rest of the outfit and your general style.
I think this is a big area where MC differes from SW&D. MC tends to want that "perfect break," while SW&D usually goes for something more visually interesting there, such as a cuff, cropped hem, or stacking.
A lot of the truly great designers excel at making clothes that are "a little off." IMO this is an essential element of casual wear.
