Given that the jeans are a touch baggy, I think it makes the top appear smallish... but from the arms, waist and shoulders it appears to fit him quite well.

NYR- I think the top fits fine, it's just having one button buttoned that makes it pull. I like that a lot on you because it makes it look younger than your typical cardigan/tie thing that you always wear. You should experiment more with stuff like this.
