To play devil's advocate, it's because it's a movement that is pretty much spearheaded and participated in by black people. Of course, if asians all started wearing dandy clothes we probably wouldn't call it "asian dandyism." And "white dandyism" just sounds horrible.

Lewis Museum of Maryland African-American History & Culture (they should look into lengthening that name) has a pair of exhibits on the black dandy. Dandy Lion: Articulating a Re(de)fined Black Masculine Identity looks at African-American dandies both contemporary and historical through photography. Global Dandy: Selected Photographs From the Global Africa Project looks at dandies throughout the African diaspora.

Honestly all three pictures show three different styles to me.

You can generalize any style if you paint a broad enough stroke, the average person probably considers Rick Owns and Hot topic in the same umbrella.

there is a cultural aspect to this in parts of Africa as well however... saw an interesting piece on it on Nat Geo.

If we're all terrified of race this discussion isn't going to go anywhere.

I imagine a lot of the "black dandy" innuendo and force stems from appropriating traditionally "white" male ensembles, particularly in a fashion that apes - and does better than/ goes beyond - the "southern gentleman" look. I'm thinking of andre 3000 here specifically (not that I love his style or anything), but also SE's "Black Ivy" look, which is pretty openly racially motivated, although playing on a different regional dress code (Hey, look! We're not JfK!).
