Exactly. See, the fact that you can debate whether or not that's art is part of the point of modern art. During the Renaissance, one of the central questions art sought to answer was "What is beauty?", but in modern art, the question has become "What is art?". By making you answer that question in relation to the piece, the artist is at least somewhat successful.
