Looking comfortable is one aspect of it, but not the beginning and end of the term. There are a lot of guys wearing dad jeans and NASCAR shirts with trucker hats who look pretty comfortable. No one would say they have swag.
I usually equate "swag" to a mixture of looking comfortable and perhaps more importantly, not letting your clothes wear you. Go through the WAWYT thread and you'll see many examples where "swag" is absent. It's often because these people don't look comfortable in their own clothes. It's not a matter of how much your shirt cost. If you don't look natural in it, you might as well be wearing something from Wal-Mart.
It's not so much a tangible thing. It's more an aura you give off. That comes mostly from your personality, not the clothing you cover yourself with.
