Is it possible to put a vent on a jacket w/no vent?

No. It is not possible.* You can go the other way, however.
*well, techincally it might be if the jacket were too big, and in the process of taking in the back, the tailor used the extra material to fashion a vent. But still, not really something you want to do.

No, it can't be done later on.
A vent needs an extension of about 2 1/2"; you have to decide in the cutting stage, if you want single or double vent or no vent at all.
