Q for web/email developers out there... Automated weather emails?

My boss tasked me to research this, but being in Marketing I have no idea where to even start...

We are looking for a way to have weekly customized email weather updates on various destinations sent to clients only within a specific time frame; the email updates automatically stop after a specific pre-determined date. The emails would feature our own content and branding along with the weather information.

I am not sure if something like this exists as it seems to be quite a specific application. If not, I was thinking to have some sort of program that will connect to some weather service that provides synchronized feeds (via RSS or something else), which grabs the relevant information, compiles it into an HTML email, which then sends to clients.

Does that sound feasible/the best way to do something like this, if something like this doesn't already exist?

you'd have to build it from scratch. someone needs to develop something that parses the RSS feed into the HTML email. HTML emails are coded like we are living 10 years ago. It is effective for marketing but very limiting technologically.
