I use Malin + Goetz Rice Bran Eye Moisturizer which seems to help out with darkness/puffiness under they eyes.

It depends on the source of the bags under your eyes. Try reading this article so you can identify why yours are there and how to fix them:

Of course with genetic dark circles there isnt much to do to fix them. However, a lot of times, your genetic darkess may be much lighter than you think and all that's happened is that the sun has caused that excess pigment to darken even further. You can't reverse genetically dark circles but you can definately fade any additional darkness that may be there.
I have genetically dark circles but regular use of a vitamin c serum and sunscreen underneath my eyes has dramatically lightened them up. I just apply both all over my face every morning so I get the skin benefits all over. You may want to look into that.
I've also recently found a great eye cream that contains coffee beans in a creamy formula, great if you have puffy eyes in the morning as well as fine lines/dryness. It's called 100% Pure Coffee Bean Eye Cream and i'll be reviewing it on the blog pretty soon.
I think 99% of treatments specifically labelled as for the eyes are a marketing sham but there are definately certain ingredients (like the correct form of vitamin c and caffeine) that can help with issues underneath your eyes. You can usually find these ingredients in higher, more effective concentrations in products designed for your entire face.
