This happens quite often in movies. Some chick will start crying, the guy will comfort her, and then they start making out. Does this ever happen in reality?

Um, my guess is that unless you already have some sort of relationship going, no, it doesn't. My reality may be different than yours, however.

I could see this happening if the girl was crying about getting dumped by the guy and they both foolishly allow a tender, consoling moment to start things up again. Hard to believe in most cases though.

Girls cry because of stuff like learning a close relative has died of a heart attack or because their finger was crushed in the car door. Hard to see how scenarios of this kind would lead to getting frisky with a guy no matter how well meaning or sincere his expressed concern.

I always try to kiss the crying women at the bar or wherever they are. Hasn't worked out for me just yet. In a lot of ways.

Did I tell you the story about when I tried hitting on a [hot] girl crying on the metro at like 3am a few months ago? See I was drunk and had just gotten back from this bar where I was pulled into a fight. Sitting in front of this girl with my tattered polo I could hear her silently sobbing. I question her on why she was so sad and she gives me some sob story about how she went clubbing with her boss and tried to make out with him and failed. As I reached my stop I asked for her number.

She: "Sorry, I don't give me number out on the metro"

You should've tried to make out with her rather than asking for her number. I never see that in the movies, so it must not work.
