It's been mid-30's here lately, and the only concessions I've made are a sweatshirt over my running shirt, and sometimes a pair of gloves.

unless its under 10 degrees or super windy, you really don't need to wear as much as you might think. if its in the 20s i usually wear a mid-weight running top with a l/s shirt underneath, a pair or running tights, good socks, hat, gloves, and you're set. The wind is what makes it miserable. Add a wind-resistant jacket, pants, and something to cover your face. Good enough to get me through the -30 days.

Wool, smartwool or icebreaker, liners or leggings, long sleeved zip up shirts and socks. Maybe a shell over that if you get too cold, but that stuff keeps you warm when it is damp, never smells bad, and is comfortable across a very broad temperature range. Expensive, but you can find it on deep discount sometimes at STP or backcountryoutlet.com
