Everyone's bigger than me on this thread, besides graphic/hulk. Which is why I take advice a lot from you guys but keep in mind I competed at like 146lb bodyweight at 5 7 not too long ago, that's really skinny to start at
Though I am going to start bulking up a bit. I think I've overdone the cut a bit.

Sure, but the risk isn't as high in having decent form in pullups as it is in, say, the snatch.
You're likely not going to get hurt by not pulling yourself up so your chest touches the bar, at least.
Seriously. If you can't do a pull-up, it's because you don't practice. I'm 195lbs and can do 5-6 strict pull-ups per set, and 50-60 in 10 minutes or so. I consider these pretty pathetic numbers, personally, and know a number of much bigger guys who can way more. I too started off in bands, but worked at it and continue to do pull-ups 2-3 times per week. You have to train it like you would anything else.
I'm not sure who told you that these were the requirements for a proper pull-up, but "elbows out" is a pretty terrible cue.
