Yes. But it is simply treated suede that you can do yourself. I had a pair of Heschung suede shoes that were waterproof. I wore them everywhere in the rain. They were rather dark brown and never showed any spots. However, if I walked for a long time in driving rain they would get wet similar to a regular finish oxford.
I treat all of my suede shoes with waterproofing spray as soon as I get them. It often darkens them slightly but I rarely have a problem with stains or spots that won't easily wipe of with a metal wire suede brush
