It's almost always intended to mean "every two weeks."

While it can be used both ways, IME, most people use it for every two weeks. . . e.g. biweekly pay periods.

Actually, the first definition in Webster's is twice a week. Every other week is better said as fortnightly.

If we extrapolate somewhat to some more commonly-used terms... Semi-annually = Twice a year Bi-centenially = Every 200 years So I voted for "every two weeks." That, and the whole biweekly pay thing.

websters is ok, but its not the OED. unfortunately you need a subscription to use their online database now, so...

"Webster's" is completely meaningless -- since pretty much all dictionaries call themselves "Webster's" today -- unless you're referring to one of the historically significant dictionaries. Edit: http://machaut.uchicago.edu/?resourc...=on&use1828=on
