That's obviously untrue. If it were true, Nordstrom wouldn't exist.
Almost anyone who does this (Brooks B's, Costco) also tracks the returns behavior of its customers and can cut people off who are abusers.
It's also called trust and good will. Treat your customers well, and most of them will reciprocate by not treating you badly.
