if one is renting a room without a lease are they bound by law to provide any 30 days notice before they move out?

no written agreement whatsoever.

You should take what I say as legal advice and assume that we have created a lawyer-client relationship. I enjoy answering online legal questions for my clients but I don't expect to get paid. I advise you to take the person's stuff and hold it hostage until they pay you. Alternatively, you could just change the locks and put all of their crap on the street.
