Think of hair as another accessory on a woman. Some keep their hair the same year in and year out - they find a style that works, and they keep it that way, just as some women find a style of pant or skirt that just looks perfect and don't change it even if it isn't the most fashionable in any given year.

Others go with the trends - whether it's buying clothing in the 'in' color (even if it isn't that flattering with their skin tone) or getting the 'in' haircut (even if it isn't flattering to their face shape).

So basically, the answer is the same whether you're talking about the bob in 2009 or wide leg pants in 2008 or high-waisted dresses in 2007. Not all look good on all body types / face shapes / skin tones, but some women like to feel like they're "in style."
