Seamstress needs quick advise!

I am needing help in determining the finished length on men's sport coats that I only have measurements to go by that have been sent... the men were measured, but some of the lengths are seeming to be reaaaaaaaally short... I won't have any fittings to check, so I am trying to figure the best solution, so the sleeves aren't too short at least on for example, a man that is 5'6-229 pounds and is measuring for a 50 R..... any thoughts? I'm on a deadline! Thanks

5'6" and 229 pounds???!!! yeah the arms are gonna be short on that jacket.

but where am I supposed to determine where the person measured it.. because it seems like it's going to be short.... his sleeve measurement is 31.5...
