I am needing help in determining the finished length on men's sport coats that I only have measurements to go by that have been sent... the men were measured, but some of the lengths are seeming to be reaaaaaaaally short... I won't have any fittings to check, so I am trying to figure the best solution, so the sleeves aren't too short at least on for example, a man that is 5'6-229 pounds and is measuring for a 50 R..... any thoughts? I'm on a deadline! Thanks

Do you have faith in the person that took the measurements? I've seen great variation in the ability of people to do this even in high-end mens stores where garments go for thousands (it's almost criminal if you ask me) and you'd think there would be incentive to do it well.
Have someone call the men and tell them the measurements you have (were provided with) seem iffy and that they have two choices. If they don't want their jackets screwed up, to come in and get measured again a their convenience, or, they can let you guess and maybe side with longer than desired sleeves.
I'd personally be really pissed if someone screwed up my jacket because they decided to just guess at the length even when they had suspicions about it because it seemed too far off.Iimo the man should show about 1/4->1/3" of shirt cuff when he's wearing the jacket. The measurements are quite likely to be different on each side. Since most men don't wear bespoke shirts and have shirts from several different brands, it's probably a crapshoot anyway since you'll never be able to get it perfect, so just go with something reasonable and in the middle. Tell them to wear their best-fitting shirt to the fitting if they do decide to come in.

thank you for your advice... but this is for a military unit and they are shipping out next week... not very organized from the get go, and I have been pretty much using my knowledge and expertise from all my 25+ years of alterting jackets. I have been going with a longer length and using what "bodies" I can use as stand in's. lol...
We were in Home Depot today, and I saw this soldier that was at least 6'2, and he was probably 190.... and he had really short arms... if I had my tape measure on me, I swear I would have measured him on the spot..haha... I'm pretty good at sizing up my customers, but this is really testing my professionalism!

Besides the 5'6 230 lb guy, I would say 25 inch sleeve will work best for a whole range of people.
Taller people, it'll show a bit more cuff, med height people like me, it'll be standard, and slightly shorter people, it'll be like wearing a coat from the store unaltered in sleeve length which many people do anyways.
For the short guy I would do 23.5 sleeve

Go to a tailor, ask him to measure you and give him a $20.
