That is a topy. It is a piece of rubber covering the leather sole. There are different opinions regarding this. I think it is very practical as the rain/water will not hurt your leather soles with the topy on. Depending on your cobbler it can cost 20+ dollars.
It doesn't necessarily mean they were reconstructed.
