I bought a treadmill for my spare room, (I would go running outside, but the area where I live is NOT safe to go outside running, lol)

And I started sweating alot of my forehead and wiping it with a clean towell, and by the 4th day i noticed I could feel a few bumps on my forehead, I looked in the mirror and it was acne!!

I have a really good diet, all I drink is water, and yet I get acne. Isn't exercise suppost to STOP acne, not start it?

I just find it hard to believe that everywhere within a travelable distance is 'unsafe'.

How can an area be safe for walking (I assume you get in and out of your place?) but not for running?

Not acne.
You've seriously irritated the skin on your forehead.

Get a ShamWow.

Better yet, tie a ShamWow to your forehead. Gangs and bullies won't mess with you, they'll think you are one loco mofo.

I'm thinking that these factors may provide you with an incentive to improve that running on a treadmill may not.

It's just skin irritation, acne is never caused by external factors, it's always internal. Stress causes acne, maybe you were just experiencing that. There must be some pretty isolated people on this forum if they don't understand why you can't run in your neighborhood... maybe they're just suburban homebodies. I've been in some crappy urban places where I was repeatedly hassled while I was jogging and I eventually gave it up because of that, so I understand where you're coming from. Stick with the indoor machine, but get a rowing machine! (see the other thread).
