DC metro is very clean and convenient compared to other cities. Carpeted floors, AC and heat (trains and indoor/underground stations). Yes, there are ocassionaly creeps but nothing to get worried about. We bitch about it alot here but we are lucky.

I know someone who just left The Strand apartment complex in Alexandria (maybe a little longer distance than you'd hoped)

Building is nice with a gym and pool. 2 bedrooms were $1200 so I think a 1 bedroom would be in your range.
