No, but it can be converted to a convertible cuff by adding a button.

No.

A single link cuff has two buttonholes and no button.

A convertible cuff has two buttonholes and a button. It can be used in the manner of a single link cuff, or in the manner of a barrel cuff (which has one buttonhole and a button). Hence, "convertible".
