if it is at all windy out my hair will take a position firmly, similar to bed head, and it takes applying water to get it to go back down.

Water usually doesn't even cut it. Unless you mean like a hair WASH.

Wind or bike hair will usually blow out your hair in a permanent position like bed head... and if you don't have good hair genes, it just looks terrible.... or if you have a big forehead (me...)

I decided to just suck it up and walk to school to avoid the weird hairstyle.
