http://acoterestaurant.com/ = Tapas place, serves excellent fries and great wine list.

http://www.oliveto.com/ = Itallian place, very good and hearty food.

Both in College Ave near Zachary's named above. I've eaten and both...and both are excellent.

You could go to Jack London Square:

http://www.yelp.com/biz/everett-and-...eque-oakland-4 = EandJ Rib joint

http://www.yoshis.com/oakland = Sushi joint with Jazz concerts.

Hope this helps...

Do you want some nice cocktails? I recommend Cafe Rouge.

It's North Indian and very, very good.

Cafe Fanny is owned by Alice Waters and is a good cafe with good coffee, but not really near anythign else.

Chez penis was on ma list, Think they have monday prix fixe dinners. Has anyone been to those and are they worth it?

Tapas are an excellent idea.
Chez Panisse has an upstairs and a downstairs. One of them is a cheaper alternative to the other.

Noodle Theory in Rockridge is very good: Asian fusion but with the authenticity intact.

Longlife Noodle House on Frank Shattuck is reasonable and really good.

Can't knock chez panisse (though have always had better experiences in the downstairs restaurant over the upsatirs cafe), but it sounded like you were looking for a more budget affair. Restaurants around here are easy enough to find. Check out sfgate.com- they have a top 100 restaurants list that will probably cover most of the well known spots. However, if you're looking for more "lesser known" joints:

cheese board pizza (across the street from chez panisse). They've supplanted Zachery's as my go-to pizza place now. Look them up online- they only serve one type of pizza per day and post a weekly menu online. Almost always a line and cash only.

Vic's chaat (just south of the 80 on-ramp on university). Somehow, they've managed to fly under the radar for a long time. Best chaat I've had outside of the uk.

ramen house (university west of shattuck). I know they're a chain place but damn I love their ramen. haha.

kirala (shattuck and mlk). Not technically in keeping with the "cheap eats" theme but not too far off. Go check out their robata. Get the shitake as well as the whole squid.

I guess that's enough.

Have fun.
