When I get a new bottle, I do a tasting out of my nosing glass (see the scotch glass thread), and I progressively add water, tasting and nosing, to see where I find that scotch opens up just right, and I record it. Between different proofs ( I have a 128pf scotch) and different whiskies, I can't work with a standard rule.

Since I hit drinking age, I've ordered scotch as follows "Johnnie Walker Gold, neat, and a glass of ice water." Then I add what I want. A good barkeep will know that you what you're doing. I typically taste it neat, then add water to taste. BTW, a
good bar will bloody well pour you a glass of ice water as they come to get your order. BTW, I wouldn't order Blue out. Combined with being young it probably does come of as poseur-ish, on account of the cache that Blue has -- perhaps the source of the funny looks. Not that it's a bad whisky, but it's not outstanding for the price. Plus, if you are ordering scotch at $35-50 a throw, you shouldn't trust the barkeep to know how much water you want. ~ H
