Seriously.....talk to them. If they won't listen, call animal control or something. Killing the dog would be a douche move and give them the right to beat the shit out of you.

my neighbor vandalized my cars, and when I called the police, they couldn't prove it was her, so she did it again, and the same thing happened.

Can you get some kind of security camera on you driveway? Is she some kind of crazy stalker or something?

There are some devices out there, I.e. On the interwebs, that use an ultrasonic noise when a dog barks. The annoying dog is then annoyed by the device each time it barks. My buddy put one in his yard facing his annoying neighbors dog. A little Pavlov, or was it Skinner? And sound sleep awaits.

I considered it, but I don't really have a spot where I could put it, and, luckily, she stopped the second time I called the cops.
